USDA Rural Development is committed to helping improve communities and economies in rural America. Through our programs, we assist rural Americans in many ways.
Strategic Economic and Community Development (SECD) is a funding opportunity designed to encourage and advance regional community and economic strategic planning.
Applicants are encouraged to consider projects that provide measurable results in helping rural communities build robust and sustainable economies through strategic investments in broadband, businesses, community facilities, infrastructure, partnerships, and innovation.
SECD enables certain Rural Development Programs to reserve funds to support projects that are part of a strategic community investment plan. Programs reserving funds for SECD projects in FY 2022 are:
• Community Facilities Direct Loans, Grants and Guaranteed Loans,
• Community Connect Grants,
• Rural Business Development Grants and
• Water and Waste Disposal Direct Loans, Grants and Guaranteed Loans.
A SECD application can elevate and prioritize a project above other applications which increases the chance for funding. Any project eligible for the programs reserving funds (listed above) is eligible for SECD if the project is part of a strategic community investment plan.
